National Youth Advocate Program - California
The California Youth Advocate Program, Inc. was established by Mubarak Awad, President and CEO of the International Youth Advocate Foundation (IYAF) and the founder of the National Youth Advocate Program (NYAP).
Dr. Awad, an international advocate for youth and the founder of the National Youth Advocate Program believes that children and young people grow and develop best in their own homes, in their own communities and that only as a last resort should they be placed in substitute care. NYAP in California was created to provide individualized care and specialized services to address the multiple and complex needs of children, youth and families referred for treatment.

Our Programs and Services
Currently, NYAP in California focuses on offering Therapeutic Foster Care and the Constant and Never Ending Improvement (CANEI) Program.
Family Foster Care (Traditional Level of Care)
The family foster care program provides foster homes to youth whose needs are typically limited to basic nurturing and supervision.
Treatment Foster Care (Therapeutic Level of Care)
The treatment foster care program is designed for youth who have difficulties with behavior, school problems, substance abuse, physical/medical or emotional needs and/or other conditions that require additional employee and foster parent time. Treatment foster care is individualized based on youth needs and may be provided as an alternative to residential treatment or institutional care.
Services are provided at one of three levels including Specialized Foster Care, Treatment Level I and Treatment Level II.
The CANEI Program

The National Youth Advocate Program’s CANEI Program is a 26-week, strength-based, in-home treatment program that teaches youth how to live in and respect the community they call home and to develop compassion and empathy for the people close to them and for others.
Through intensive, home-based services, group-based sessions and a multi-dimensional approach, CANEI youth transform themselves by cultivating a sense of self, purpose and responsibility. They positively reconnect with others and live productively and respectfully in their community.
