Mary Ramseyer,Chair
Mary Ramseyer spent many years teaching pre-school, elementary and college students.  She earned a Master’s degree in education from the University of Missouri.  She recently retired as Director of Teacher Education at Clinch Valley College in Wise, Virginia.  Mary, a lifelong community activist, grassroots organizer and child advocate, is a former Ohio Youth Advocate Program Board Chair and member of the NYAP Board of Directors. 


Jackie Rowand, Secretary
Jackie Rowand was the Chair of the West Virginia Youth Advocate Program Board of Trustees prior to the merger into NYAP.  She served as chair of the Upper Mon Valley SCORE (Service Corps of Retired Executives), a volunteer association sponsored by the U.S. Small Business Administration.  Jackie was previously employed by the Monongahela Power Company and the Ordnance Office of the United States Army at Fort Roberts, California.  She is a former chair and current board member of the Marion County Meals on Wheels, where she has volunteered for 28 years.  She has served as an objective reviewer from the community for foster care cases for the DHHR in the Fairmont, West Virginia area.


David Gemmill, Treasurer
David Gemmill recently retired as the Director of the Child Maltreatment Protection Program and as Clinical Assistant Professor of Pediatrics at Mercy Children’s Hospital in Toledo, Ohio.  He received his Master of Medical Science degree at Ohio State University.  David is a member of the American Medical Association, the American Academy of Pediatrics, the International Society for Prevention of Child Abuse and Neglect, and numerous other organizations.  He has published several articles and given numerous presentations about his work with young people to a variety of audiences. 
 

Frances James Brown
Frances James Brown recently retired as a professor in the Mental Health/Chemical Dependency/Mental Retardation Department of Columbus State Community College and an adjunct faculty member at The Ohio State University.  She holds a Ph.D. in Educational Policy and Leadership and has more than 25 years experience working in the child welfare and social service field.  Frances sits on the boards of several community-based, nonprofit organizations.


Delois McKinley-Eldridge
Delois is a case manager with the Fort Wayne Community School District.  Before joining the school district in 1994, she served as an investigator for the Metropolitan Human Relation Commission for 8 years and as the commission’s director for 10 years.  She has also served as a commissioner for the Indiana Civil Rights Commission, Vice Chair of the International Association of Human Rights Agencies, Inc. and President of the Indiana Association of State & Local Civil Rights Agencies.  She is a former Allen County Council member.  Delois holds a B.A. in Sociology and Psychology and has done advanced coursework in civil and human rights.  She is a certified conflict mediator and owner of Dee McKinley & Associates, specializing in civil rights discrimination, parents’ and children’s issues, and diversity training.  


Dannette Palmore
Dannette is a businesswoman with 25 year’s experience as a political consultant and campaign manager for local and national candidates.  While associated with the Columbus, Ohio City Council, she worked closely with developers on city zoning issues.  Her personal commitment lies in creating opportunities for fair and decent housing in Columbus where she works with the Columbus Housing Partnership, the Volunteers of America, National Church Residences and the City of Columbus on future housing opportunities.  Dannette served as the National Deputy Director for Jesse Jackson’s presidential campaign in 1988 and assisted on campaigns for candidates ranging from Senator John Glenn to gubernatorial candidates Lee Fisher, Mike Coleman and Ted Strickland.  She also organized and implemented one of the most successful voter registration programs in Columbus’ history by registering 13,000 new voters.


Janet Rechtman
Janet has been a Senior Fellow with the Fanning Institute since 2008.  The Fanning Institute is a multi-disciplinary public service and outreach unit of the University of Georgia that furthers the University’s land grant legacy of fostering individual and community empowerment by linking the needs of people and communities with the expertise, research and resources of UGA, its faculty, staff and students.  Dr. Recthman provides leadership to the voluntary action practice which is one of Fanning Institutes four thematic approaches to addressing “100 year problems” faced by communities in Georgia.  Janet is also the owner and founder of Recthman Consulting Group which provides management consulting and technical assistance for nonprofits and community partnerships in the areas of collaborative strategic planning and implementation, participatory evaluation, leadership development, marketing, communications and business practices.  Janet has a Ph.D. in Program In Leadership and Change from Antioch University.  She received her MA from the University of Toronto and her BA from Emory University. 


Linda Sanner
Linda is the Director of Information Technology at Jewish Family Service of Los Angeles, CA.  Prior to that she served as the Senior Information Technology Manager of Avon Products, Inc. in Illinois.  Linda is affiliated with the Association of IT Professionals (Windy City Chapter), a member of the Society for Information Management, and serves on the Board of Directors of Northwest Suburban United Way.  Linda received her MBA from Olivet Nazarene University, her BA from Lake Forest College and completed a business certificate program from Lake Forest Graduate School of Management. 


Richard Steele
Richard is an executive experienced in manufacturing and distribution, with finance, technology and operations in multiple industries, especially those undergoing “transformational” changes in the global marketplace and supply chain.  He is a seasoned veteran of corporations with sub-optimal performance and under acute stress, i.e.  companies needing growth, restructuring, turnaround and/or corporate renewal.  A leader effective in international and multi-cultural organizational environments, and exception when it’s necessary to shift the group’s focus from incremental improvements to fundamental changes.  Richard is a Director with Sagin LLC in Chicago, IL.  Sagin is a value-driven management consulting firm with the following core service offerings:  Private Equity Services, CFO Advisory, Strategic Services and Business Process Optimization.  He received his MS from Indiana University and his BA from DePauw University.


Marvena Twigg
Marvena Twigg is the President/CEO of the National Youth Advocate Program.  Based in Columbus, Ohio, she is responsible for providing leadership and administrative support to the directors of NYAP’s seven state-based affiliates and supervision to the COO and other senior management staff.  Ms. Twigg holds a bachelor’s degree from Capital University with a concentration in business management and master’s degree in Counseling from the University of Dayton.  She was the former Chief Operating Officer of the National Youth Advocate Program and the State Director of the Ohio Youth Advocate Program.  Further, she worked in a variety of capacities for 13 years in public child welfare.
